industry had been responsible for some 10bn tonnes of carbon emission savings since the turn of the Millennium and yet was not part of climate change discussions With your support he told delegates I would like to change this Mr Baxi who is also Honorary President of the BIR Paper Division and will remain BIR Treasurer for several more months spoke of his desire to boost the industry s profile through the creation of a Global Recycling Day and called for recyclers to work together to ensure controls on move ments of recyclables were reduced to a minimum It would be a difficult and challeng ing task said Mr Baxi to maintain the standards set by his predecessor as BIR World President going on to praise Björn Grufman of MV Metallvärden AB in Swe den for his invaluable contributions to the industry and to the recycling cause during what had been a difficult period In his parting address Mr Grufman warned recyclers of the need to develop or die He stated We have already devel oped so much over many years and today s recycling facilities are more industrialised and high tech than many of their primary material counterparts But we must aim to become even better With fewer impuri ties and with less energy consumption we must be able to process our recycled raw material to a point that is as good as or even better than primary material Buyers must be given good reason to choose our recycled raw materials over primary raw materials It was the role of BIR he added to guide decision makers and the recycling indus try along the path towards the sustainable society of the future It was also confirmed at the AGM that despite the difficult economic environ ment mentioned by Mr Baxi the BIR had succeeded in attracting 76 new members over the previous 12 months including the Bureau of Middle East Recycling Immediately prior to the AGM delegates were treated to a deeply insightful analysis of the Arab world by a renowned regional expert namely political columnist and author Rami Khouri It was his conten tion that the Arab world found itself at a truly historic unprecedented moment of change characterised by great stresses and by unresolved relationships between for example military and civil ian authorities as well as the religious and the secular He believed that the yearning of the vast majority for stability and concord would lead soon to a transition to more con stitutional change and that many were optimistic of an end to the region s current outdated system Non Ferrous Metals Division Spotlight falls on India s key role as a scrap importer David Chiao of Uni All Group Ltd has become the first person of Chinese ori gin to head up a division of the BIR world recycling organisation His election as President of the Non Ferrous Metals Divi sion was confirmed at its latest meeting staged in Dubai on May 19 At the same time Dhawal Shah of Metco Marketing Pvt Ltd in India was named Senior Vice President Mr Chiao began his initial three year term by offering a positive thought at the end of what had been a pretty rough year on the whole the market had bounced back following the previous BIR World Conven tion in Dubai six years earlier so I hope we can repeat the rebound he said Middle East a major generator of scrap metals Providing expert local background to the meeting Nasser Aboura described the Middle East as a major generator of scrap metals At the same time said the Managing Partner of UAE based Aboura Metals several governments in the region notably the UAE Qatar Jordan and Sau di Arabia were increasing their support for a raised awareness of recycling But he also identified challenges including the fact that an export oriented scrap sales focus left the region vulnerable to global regional economic changes oil price fluc tuations instability around the world and legislation affecting transboundary move ments of scrap The role of India as a leading and grow ing importer of aluminium scrap from the Middle East and further afield was empha sised by fellow guest speaker Mohan Agar wal Managing Director of Century Metal Recycling Pvt Ltd India s largest manu facturer of aluminium and zinc alloys Despite its high duties India s aluminium scrap imports had soared from 456 336 t in 2010 to 724 106 tthree years later with more than a third of the latter total coming from Gulf Cooperation Council countries And further rapid growth in incoming volumes was projected by the speaker based on the expansion of India s auto industry and the fact that his country was a long way from self sufficiency in scrap generation In summarising the reports to the latest BIR Non Ferrous Metals World Mirror board member Sidney Lazarus of Non Ferrous Metal Works in South Africa highlighted the bearish copper market in China owing to the tight credit policy of the banks secondary smelters struggling with weak sales in the USA and the need for a review of the current export permit system in his home country As a general conclusion Mr Lazarus said the non ferrous scrap industry was facing many challenges given that volumes were down and less scrap was being generated leading to more competition and lower
