geologischen Erkundungen die Feststellung von gefährlichen natürlichen Prozessen und die bewertung der natürlichen Risiken in Gebieten der geplanten Rohstoffgewinnung die Suche der vorrangigen Richtung der Entwicklung von konkurrenzfähigen technologien der unkonventionellen Ver wendung des Rohstoffs die Projektierung der technologien für die Gewinnung und Förderung des Rohstoffs sowie der Abbau der Lagerstätten 34 Alle rechtlichen Aspekte des bergbaubetriebs im Schwarzen Meer müssen in Abstimmung mit der Internationalen Meeresboden behörde geregelt werden Die Erschließung von tiefseesedimenten des Schwarzen Meeres wird im Regierungsprogramm zur Entwicklung der Rohstoffbasis der Ukraine bis zum Jahr 2030 eingebracht nach diesem Pro gramm ist eine stufenweise Durchführung des Vorhabens von der Erkundung der festen nutzbaren Mineralien bis zur Entwicklung von technologien und der technischen Mittel für die Gewinnung angedacht Die Erschließung der organisch mineralischen tiefseesedimente des Schwarzen Meeres ist ohne entsprechende Finanzierung des Projektes nicht möglich Die Ukraine verfügt über das erforder liche Potenzial für die Entwicklung der Gewinnungstechnik und technologie für den tiefseeabbau und strebt eine internationale Kooperation an 8 Fazit Die notwendigkeit der Intensivierung der landwirtschaftlichen Produktion bei steigenden Preisen für mineralische Düngemittel und verschärften Anforderungen an den Umweltschutz kann durch den Einsatz organischer Düngemittel teilweise gelöst werden Diese stehen jedoch nur begrenzt zur Verfügung Eine Alternative stellen Sapropele dar die mit hohem organischen Anteil über sehr gute Eigenschaften als Düngemittel verfügen und auch in anderen bereichen der Wirtschaft eingesetzt werden können Die Erschließung der Lagerstätten von Sapropel Sedimenten im Schwarzen Meer könnte das Angebot an organogenen Dünge mitteln deutlich erhöhen 7 Political and legal aspects associ ated with the extraction of the sapropel deposits in the Black Sea the implementation of the project to exploit sapropel sediments in the black Sea cannot be accomplished without the appropri ate governmental support the development of marine mining is also very expensive and most likely requires the united action of several countries Currently steps are undertaken by bulgaria and the Ukraine to establish the international consortium Saprotech Its primary tasks could include 34 prospecting and investigating the resources of the black Sea exploring the marine environment as well as assessing and evaluating the environmental impact as a consequence of the geological explorations determining hazardous natural processes and evaluating the natural risks in the areas of the planned raw material extraction determining the priorities in developing the direction of com petitive technologies for the unconventional use of the raw material developing the technologies to exploit and extract the raw material as well as mining the deposits all legal aspects of the mining operation in the black Sea have to be worked out with the International Seabed Authority the exploitation of deep sea sediments from the black Sea will be included in the government s program to safeguard and augment the raw material base of the Ukraine which is designed to run until 2030 According to this program it is proposed that the explo ration of the solid usable minerals is to be carried out in stages until the requisite technologies and the technological means for the extraction have been developed the exploitation of the organic mineral deep sea sediments of the black Sea is not possible without the requisite financing of the project the Ukraine has the necessary potential to develop the extraction technology and the technology for deep sea mining and is seeking international cooperation 8 Conclusion the need to intensify agricultural production while at the same time the prices for mineral fertilizers increase and the ecological requirements become more stringent can be solved in part through the use of organic fertilizers these are however only available in limited quantities Sapropels are an alternative solution because they have a very high proportion of organic materials and exhibit excellent properties as a fertilizer At the same time they can also be used in other sectors of the economy the exploitation of the sapropel sediment deposits in the black Sea could significantly increase the availability of organogenic fertilizers However the exploitation of marine sapropel is associated with complex geological and geographic conditions that is why it is necessary to obtain objective data of the geology hydrology and ecology of the region where the deposits are to be exploited this calls for the use of the latest scientific insights and technological solutions to develop more effective technologies to explore ex tract and process the raw materials as well as new methodological foundations to plan the extraction and its operation Intense research is already being carried in the Ukraine to exploit the sapropels in the black Sea Since the activities associated with deep sea mining have not really been developed so far it is necessary to pursue international cooperation in finding solutions to these complex tasks
