CO2 emissions as part of the energy mix Benjamin Sporton WCA s Acting Chief Ex ecutive stated The WCA recognises the vital role that all low emission technologies can play and has created a global Platform for Accelerating Coal Efficiency PACE to promote adoption of these technologies PACE s vision is for the most efficient power plant technology possible to be de ployed when coal plants are built PACE s objective is to raise the global average efficiency of coal fired power plants and so minimise CO2 emissions whilst main taining legitimate economic development and poverty alleviation efforts Increasing the average efficiency of the global coal fleet from the current level of 33 to 40 can be done with off the shelf technology that is currently available This would make a significant contribution to global efforts saving around two gigatonnes of CO2 an nually roughly equivalent to India s total annual emissions Furthermore CCUS technology is also a reality as evidenced by the Boundary Dam coal fired power station in Canada This pioneering project will reduce greenhouse gas emissions by 1 mill t of CO2 annually the equivalent to taking more than 250 000 cars off the the roll out of its One Environmental System in a bid to streamline the licencing processes for mining environmental authorisations and water use The system is set to improve South Africa s global competitiveness as a mining investment jurisdiction and the gov ernment believes it will ease the conditions for businesses in the country The Depart ments of Mineral Resources and Environ ment Affairs and Water Affairs said in a joint statement Under the One Environmental System the Minister of Mineral Resources will issue environmental authorisations and waste management licences in terms of the National Environmental Management Act 1998 Act No 107 of 1998 NEMA and the National Environmental Management Waste Act 2008 Act No 59 of 2008 re spectively for mining and related activities Environmental Affairs Minister Edna Molewa will serve as the appeal authority for the authorisations Fixed timeframes have been agreed by the Ministers of Environmental Affairs Mineral Resources and Water and Sanitation for consideration and issuing of the permits licences and authorisations in their respective legislation Further the ministers also agreed to synchronise the permit issuing process licences and au thorisations within a 300 day period In the event that a decision to issue a license is appealed an additional maximum period of 90 days is provided for legislatively to finalise the process the statement added The timeframes laid down in NEMA would be applicable until all requisite legislative amendments have been effected to for malise the process mining technology
